Our twelfth Prosecuting Attorney followed Reuben C. Lemmon and served during the second half
of the Civil War. He was born in Massachusetts in 1828 and moved to Huron County, Ohio in 1836
to pursue his family's farming interests. He studied law in Fremont and Norwalk before being
admitted to the Ohio bar in 1852.
Haynes is the only Prosecutor who was elected to and served two counties as their Prosecutor.
He was elected Sandusky County Prosecutor shortly after being admitted to the bar. In 1854, he
moved to Toledo and was elected Lucas County Prosecutor in 1863 at the age of thirty-five.
Following his term as Prosecutor, Haynes became City Solicitor of the City of Toledo and then
pursued a judicial career. One of the greatest distinctions of his career may have been the fact
that he changed his political party affiliation in order to promote the emancipation of blacks
from slavery.
