When he died at the age of 84 years, Thomas Dunlap, our sixth Lucas County Prosecutor, left a
lasting impression on the city of Toledo that was unique among his colleagues. An ardent supporter of
urban planning, Dunlap had married the daughter of one of Toledo's pioneering urban planners, Samuel
Allen, shortly after arriving here from his native new York state. Dunlap was responsible for the
platting of part of Toledo's downtown, known as the 10th Street District", including all of the
streets in and surrounding Madison, Jefferson, Adams, etc. and extending to Woodruff (named for his
brother-in-law) and Canton Avenue. [His father-in-law had already named the streets of the "Vistula"
area, after a river in Spain, which included our downtown]. Dunlap's wife also got into the act by
naming "LaGrange Street" after the Marquis de Lafayette's residence in France!
Dunlap served as Lucas County Prosecutor from 1846 to 1848. He was admitted to the Ohio bar in 1843
and located his office in Perrysburg and then to Maumee, which was the county seat until 1852 before
returning to Toledo.
A law partner of the famous Toledo attorney Jessup Scott, he was also an associate of later to be
Chief Justice of the U.S. Supreme Court Morrison Waite. In addition to service as Prosecuting
Attorney, Dunlap went on to serve as the City Solicitor of Toledo and as a Lucas County Probate
Judge.
