The Lucas County Auditor’s Real
Estate Division, supported by Lucas County Information
Systems (LCIS), has developed a world class Geographic Information
System (GIS). The GIS consists of digital spatially referenced computer
maps that are linked to property information. The GIS has been named the
“Auditor’s Real Estate Information System” or AREIS. The goal of the project was to institute a
cadastral-based GIS system to assist in the Computer Assisted Mass
Appraisal (CAMA) techniques to value all real properties in the county.
The Real Estate Division has successfully utilized an internally developed
statistical modeling technique, Response Surface Analysis (RSA), to derive
property location factors in the 2000 Real Property Revaluation. The
residual benefits of the creation of AREIS include the utilization of this
data and systems by a multitude of departments, agencies, political
subdivisions and the general public.
